Lake Forest runs from the old El Toro neighborhoods near El Toro Road up to Foothill Ranch and Portola Hills against the Whiting Ranch slopes. Emergency dispatch is available around the clock, and a crew can be sent the same day when available. Our Laguna Woods base is on El Toro Road, which is also the direct route into Lake Forest.
This page is organized by neighborhood, because what goes wrong in a house near Los Alisos Boulevard is not what goes wrong in a house backing onto Borrego Creek.
El Toro and central Lake Forest
El Toro was the name of the community before the city's 1991 incorporation, and it is still an accepted mailing alias for ZIP 92630. Wikipedia describes late-1960s residential development here by Occidental Petroleum. Homes from that period are now more than 50 years old, so original plumbing and water heaters are common causes of leaks.
The city's own information shows landmarks such as Lake Forest Sports Park on Rancho Parkway, Saddleback Church on Saddleback Parkway and Heritage Hill Historic Park. Those are good reference points when you describe your location to dispatch.
Foothill Ranch and Portola Hills
Foothill Ranch, ZIP 92610, was completed in 1996 and was annexed to Lake Forest in 2000, along with Portola Hills. The USPS preferred name for 92610 is Foothill Ranch, and mail addressed to Lake Forest is accepted. Whiting Ranch Wilderness Park, about 2,500 acres, includes Borrego Creek, Serrano Creek and an intermittent Aliso Creek on steep chaparral slopes.
Homes near the park edge can see heavy rain run toward foundations and garage doors. If storm water enters a garage or a ground-floor room, flood damage restoration is the page to read. Newer 1990s construction brings different plumbing, with more plastic piping and fewer original water heaters, but supply line and appliance failures still happen.

When water is spreading in Lake Forest
Close the valve
Shut the fixture stop or the main. In a house, the main is usually near the street side or garage wall.
Cut power in wet rooms
Only if the panel is dry to reach. Otherwise stay out and call.
Clear the floor
Pull rugs, books and electronics off wet floors. Wet cardboard boxes go first.
Call, then document
Phone the 24/7 line, then photograph the water and what it touched.
Four water districts
Irvine Ranch Water District is the primary provider for the city, according to the city's environmental review. El Toro Water District serves the southeast corner, and Trabuco Canyon Water District serves a small area in the north. IRWD publishes a 24/7 emergency line, (949) 453-5300, for urgent issues such as waterline breaks. ETWD and Trabuco Canyon publish no after-hours number that we could find.
IRWD also handles wastewater service here. If a sewer line is backing up and you are not sure whether it is yours or the street's, a call to the district for your address will say. Then call us for the water and cleanup inside.
Flood maps and permits
The city provides a FEMA Special Flood Hazard Zones map by address or parcel, along with a creek study map and a storm drain map, each with a disclaimer that they are not for site-specific decisions. Use them, then confirm at the FEMA Flood Map Service Center. Lake Forest participates in the National Flood Insurance Program.
We did not find a page on permits for water damage repair. Ask the Building and Safety Services Division before you start, and check your association's rules too. See water damage repair for how a rebuild is scoped.
What we handle in Lake Forest
Calls here mix older-tract plumbing failures, slab leaks and slope runoff. We begin with emergency water removal, dry the structure and finish with cleanup. Neighboring Laguna Hills and Mission Viejo are served from the same line, and Foothill Ranch callers can use this page.
