Flooding is an emergency, and the water that comes with it is rarely clean. If storm water, runoff or sewage has entered your Laguna Woods home, our 24/7 line is open right now. While you wait for a crew, stay out of the water, turn off power to wet areas only if you can do it safely, and move valuables to higher ground.

Flood damage restoration is the removal of storm, runoff or sewage-contaminated water and the repair of structures it affected. It differs from a plain leak because the water often carries soil, bacteria and debris, so materials that soak up this kind of water are removed rather than saved.

When flood water is an emergency

Water entering from outside

Rain pushing under a door, running along a slab or seeping through a wall needs extraction and drying quickly.

A drain or toilet backing up

Sewage backups are Category 3 water. Do not wade through it, flush or run water until a crew has checked the line.

Water in a garage or ground-floor room

Low spaces collect runoff. Tools, boxes and stored items wick water up. Lift what you can.

Water near the panel

Electrical risk comes first. Stay out and call 911 or the utility if you see sparks or smell burning.

Sewage backup cleanup: what to do first

A sewage backup is not a normal spill. Stay out of the affected rooms, keep pets and children away, and do not run water in the home until the drain is cleared. A plumber clears the blockage. The restoration crew removes the contaminated water, removes porous materials the water touched and disinfects the area.

Water in a drain line can be caused by a blockage in the building's line, the street main or your own fixture. Which one it is decides who handles it. In the Village, report suspected main-line backups to Resident Services at 949-597-4600, and ask El Toro Water District, which runs sewer service for all of Laguna Woods, if the street main may be involved. Its main office number is (949) 837-7050.

Porous materials such as carpet, padding and drywall that sewage reaches are generally removed. FEMA's mold brochure, written for flood recovery, advises discarding soaked or moldy carpeting and removing wet or contaminated porous materials such as drywall.

What causes flood damage near Laguna Woods

Laguna Woods covers about three square miles and, according to the city, lies just over a mile from Laguna Canyon and about five miles from the Pacific. The city says it sits in three watersheds: Aliso Creek, Laguna Coastal Streams and Newport Bay. Rain that falls here drains to those systems.

Rainfall is modest in an average year. NOAA's 1991 to 2020 normals for the Santa Ana John Wayne Airport station, the nearest long-record station we used, show about 11 inches a year, with January, February and December the wettest months. But averages hide big storms. NOAA records a multi-day storm in December 2010 that hit parts of Orange County hard, including Laguna Beach, and the National Weather Service describes street and stream flooding during the storms around the turn of 2023.

The city's own pages do not name a mapped FEMA flood zone for Laguna Woods. The city does participate in the National Flood Insurance Program, and it points applicants to the FEMA Flood Map Service Center. Check the FEMA flood map for your address at msc.fema.gov, and ask the city building department if you plan repairs.

Basement and lower-level flooding

True basements are uncommon in a community of manors and condominiums, but low rooms exist. Garages, storage rooms, ground-floor units on a slab and utility closets can all collect water when drains back up or heavy rain finds a path under a door.

In these spaces, extraction comes first, then wall base removal if drywall wicked water, then drying. Concrete dries more slowly than drywall, so monitoring continues until readings are normal. See emergency water removal for the first step and water mitigation for the drying stage.

What affects the cost of flood damage restoration

  • Water category. Storm and sewage water usually means removal of porous materials and disinfection.
  • Depth and area. A film of water and several inches of water are different jobs.
  • Materials affected. Carpet, padding, drywall, cabinets and flooring each have different outcomes.
  • Drying days and equipment. Heavy loss needs more units and more visits.
  • Rebuild scope. After drying, water damage repair replaces what was removed.

Flood insurance is a separate policy

The California Department of Insurance says homeowners policies do not cover flood damage but do cover other kinds of water damage, and its flood guidance says flood coverage generally starts 30 days after you sign. OC Public Works says the same about standard policies and the waiting period. A burst pipe inside your home is a different cause from rising water, so the right policy depends on where the water came from.

Check your policy or ask your insurer. Photos, a written log of calls and receipts for emergency steps help any claim, and we document our work so you can share it.

Nearby towns have their own water issues. Our pages for Laguna Beach and Mission Viejo cover canyon and creek conditions there.
