When water is spreading in Aliso Viejo
If water is moving across a floor or through a ceiling in Aliso Viejo, call (949) 670-0939 now. Emergency dispatch is open around the clock, and a crew can be sent the same day when available. Aliso Viejo sits a few miles south of our Laguna Woods base, and it is one of the cities that borders Laguna Woods, according to the city's own website.
What makes Aliso Viejo different is how its homes are organized. Most are part of an association, and many share walls, floors or roofs. That changes who you call and in what order, so the steps below start with the water and move to the paperwork.
Safety and preparation before work begins
What to do before the crew arrives
- Stop the source if you can reach the valve safely, and warn neighbors below or beside you.
- Stay away from outlets and wet electrical equipment, and turn off power at the panel only if the panel is dry and reachable.
- Take photos and video of the damage before moving belongings.
- Move small valuables and papers out of the wet area.
Shut it off
Close the fixture stop valve or the unit's shutoff. In a shared building, tell neighbors above and below right away.
Protect the electrics
Stay out of rooms where water touches outlets. Switch off breakers only from a dry spot.
Document first
Photograph the ceiling, walls and floor before anything is moved. Associations and insurers both ask for them.
Report and call
Call the 24/7 line, then notify your association manager or landlord so access can be arranged.
An association city, 106 sub-associations deep
Aliso Viejo was a master-planned community, with the first family moving in during November 1982 according to the community's history. In 2017, a management company announcing a contract for the Aliso Viejo Community Association described 19,674 units, 106 sub-associations, 21 parks and more than 600 acres of greenbelt. Town Center is one of the sub-associations named in that release.
The Census Bureau's 2019 to 2023 estimates show an owner-occupied rate of 56.6 percent, which means roughly four in ten households rent. A tenant should tell the landlord quickly, because the landlord's insurer and the association may both need a report before repairs start.

Permits
City of Aliso Viejo, 12 Journey, Suite 100, (949) 425-2500, with an online permit portal.
Slopes, creeks and drainage
Much of the city sits on the east slope of the San Joaquin Hills, with Aliso Creek forming part of its boundary and Wood Canyon Creek the western boundary. Aliso and Wood Canyons Wilderness Park, which borders the city, has two year-round streams. OC Parks lists the park's address under Laguna Niguel, so it borders Aliso Viejo and is not inside it.
For homes near slopes or the greenbelt, heavy rain can send water against walls and under doors. That is flood damage restoration territory, and it is different from a plumbing leak because the water carries soil and needs a different cleanup.
We did not find a city page that names a FEMA flood zone. Check the FEMA flood map for your address at msc.fema.gov.
Utilities and permits
Moulton Niguel Water District publishes a 24/7 emergency line, (949) 831-2500, and lists Aliso Viejo among the cities it serves. El Toro Water District also serves portions of the city and publishes a main number, (949) 837-7050. Which one serves a given street is shown on district maps.
The city runs permits through an online portal, and we did not find a page on permits for water damage repair. Contact the city before starting construction, and ask your association about its own approval process. The two are separate steps.

Call the 24/7 line to start drying, then tell your landlord or property manager. Renters insurance, the landlord's policy and the association may all be involved, so take photos.
